Internal Affairs Minister Sam Hinga Norman was arrested on 10 March 2003 by the Special Court for Sierra Leone. George Banda-Thomas, then Minister of Political and Parliamentary Affairs, was given the Internal Affairs portfolio in the interim.

On 26 April 2004, Banda-Thomas was confirmed as Internal Affairs Minister. Eya Mbayo was nominated to take over as Minister of Political and Parliamentary Affairs. Dr. Sheku Sesay was nominated to succeed Foday Yumkella as Minister of State for Presidential Affairs, and Sannah B. Marah was nominated as a Deputy Minister of Finance.

On 2 August 2004, F.M. Carew succeeded Eke Ahmed Halloway as Justice Minister and Attorney-General, and Abbator Thomas took over as Minister of Health and Sanitation from Dr. Agnes Taylor-Lewis. J.A. Karim Sesay was appointed as a Deputy Minister of Agriculture.

On 5 September 2005, John Oponjo Benjamin replaced Joseph B. Dauda as Minister of Finance. Lloyd During replaced Emmanuel O. Grant as Minister of Energy and Power. Pascal Egbenda replaced George Banda-Thomas as Minister of Internal Affairs, and Chernor Jalloh (Tourism and culture) switched portfolios with Okere Adams (Marine Resources).
